With their new glass building on the banks of the Rhine Günter Behnisch and his office created the perfect symbol for a modern, globally-minded democracy preparing to leave the shadows of the past behind. The plenary hall was the architectural highlight and – what no one could have known when construction began – the keystone of an era in Germany that went down in history as the “Bonn Republic”.
