Completed in 2020, the new Clichy-Batignolles neighbourhood in northwestern Paris is in many ways an exemplary operation, hitting all the right notes with respect to environmental credentials, social diversity, and a sustainable mix of uses. But it also shows the limits of an economic model in which developers and the construction industry still retain the upper hand.
