In China, the country with the largest population in the world, the creation of low-cost housing is inevitably of central importance. During the 50-year existence of the People’s Republic, various attempts have been made to rationalize and standardize the building process. In the course of the First Five-Year Plan (1953–57), for example, housing models, construction methods and technical standards were adopted from the Soviet Union, and a central research institute for standardization in the building sector was founded. At that time, large-scale multi-storey housing schemes based on Soviet models were implemented in the cities. In 1960, China broke with the Soviet Union, and the experts and advisers from the USSR were withdrawn. Soviet standard layouts were changed to meet Chinese needs, and the building sector gained its first experience in industrialized prefabrication.
