In the Dutch town of Zutphen, the Noorderhaven quarter north of the central station is at present undergoing a systematic restructuring. This former industrial area along the River IJssel is being turned into a housing and commercial neighbourhood with more than 1,000 new dwellings and a yacht harbour.

The gateway to this new urban district is the station itself, which lies on the other side of the railway lines to the south. These two parts of town are linked by a subway that leads into a new public square, where the present parking complex is situated. Behind its semi-transparent wood facade is space for 375 cars and 652 bicycles.
