Anyone wanting to discuss 2020s Paris must first define what they mean. Are we referring to the historic 105.4 km2 of “Paris intra muros”, which, since 1860, constitute the official city and are home to 2.1 million people? Or do we mean the Métropole du Grand Paris, which counts 7.0 million souls living in both Paris proper and 130 of its adjacent communes? Or the entire Île-de-France, whose inhabitants number somewhere in the order of 12.1 million? 

The answer, of course, is all three, if we are to get anything approaching an accurate picture of the challenges facing the Paris region over the decade to come.
