There is the expectation that once building construction is completed a building should be immediately ready to use and fully functional. Unfortunately learning from experience is limited by the fact that designers are often uninformed of user experiences with the finished building. Conversely, the concerns of those who are responsible for a building’s operation are seldom comprehensively communicated during the design process.
