Detail: The parliament building in Dresden was badly affected by the catastrophic floods. How did you, as the architect of that building, find out about it Kulka: On the news. It was a big shock. I was in Cologne at the time but staff from my office were there, some working on the site, putting in new security installations, post September 11.Detail: What exactly happened at the parliament building Kulka: There are two main parts to the building – a listed 1930s building and the new section along the Elbe, with plenary hall and public forum. The two are linked by the president’s offices. The new part has an underground car deck that can be closed off in emergencies. The rooms where all the parliamentary business goes on are two metres above the Elbe terraces.
